Surah Ad-Dukhan — 44:31

مِن فِرْعَوْنَ ۚ إِنَّهُۥ كَانَ عَالِيًا مِّنَ ٱلْمُسْرِفِينَ

Min Fir'awn; innahoo kaana 'aaliyam minal musrifeen

at the hands of Pharaoh: he was a tyrant who exceeded all bounds.

from Pharaoh — he was arrogant, one of those who transgress all bounds.

Reflection

Deliverance is stated twice over in one breath: the humiliating torment of 44:30, then Pharaoh himself set in apposition to it, so the man and the suffering are named as a single thing to be rescued from. Musrifīn covers going past a limit, spending or acting beyond what is warranted, which puts his tyranny in the same family as waste rather than in a class of its own.
