Allazeena yasuddoona 'an sabeelil laahi wa yabghoo nahaa 'iwajanw wa hum bil Aakhirati kaafiroon
those who turn others from the path of God and seek to make it crooked, and who deny the hereafter.
The curse announced by the herald a line earlier is given its content here, and every item in it concerns someone else's road. The same charge appears earlier in this surah at 7:86, put to Shu'ayb's people while they were alive and sitting on the highways to turn travellers back, so what is read out over the condemned had once been a warning someone could still act on.
