Qul hal min shurakaaa 'ikum mai yabda'ul khalqa suma yu'eeduh; qulil laahu yabda'ul khalqa summa yu'eeduhoo fa annaa tu'fakoon
Say: Is there among those you associate with God any who originates creation and then restores it? Say: God originates creation and then restores it. So how are you turned away?
The identical question form appears at 10:31, where the opponents supply the answer themselves and concede that God provides and governs. Here, on originating creation and restoring it, the question is put and then answered by the questioner, since resurrection is the one point they will not concede aloud. The argument runs from a creation they admit to a return they refuse.
