Surah At-Takwir — 81:29

وَمَا تَشَآءُونَ إِلَّآ أَن يَشَآءَ ٱللَّهُ رَبُّ ٱلْعَـٰلَمِينَ

Wa maa tashaaa'oona illaaa ai yashaaa 'al laahu Rabbul 'Aalameen

Alemlerin Rabbi olan Allah dilemedikçe sizler bir şey dileyemezsiniz.

Yet you cannot will it unless God wills — the Lord of all the worlds.

Reflection

The word for the worlds appears twice in these closing lines, once in the reminder addressed to them and again in the title given to God at the very end, and the second use answers the first. Two verses have just granted a person the wanting; this one names where wanting comes from. The tradition has argued the balance ever since, and the verse itself sets the two clauses side by side without resolving them.
