Surah As-Saf — 61:1

سَبَّحَ لِلَّهِ مَا فِى ٱلسَّمَـٰوَٰتِ وَمَا فِى ٱلْأَرْضِ ۖ وَهُوَ ٱلْعَزِيزُ ٱلْحَكِيمُ

Sabbaha lillaahi maa fisamaawaati wa maa fil ardi wa huwal 'Azeezul Hakeem

All that is in the heavens and all that is on the earth glorifies God, and he is the Mighty, the Wise.

Reflection

Everything already does what the surah is about to ask of people, since for creation declaring and doing are one act, and the rebuke that follows falls on those whose words and deeds have come apart. The verb stands in the perfect here, where two of the other surahs that open this way use the ongoing form, so the glorifying is presented as accomplished.
