وَإِذْ أَخَذْنَا مِيثَاقَكُمْ لَا تَسْفِكُونَ دِمَاءَكُمْ وَلَا تُخْرِجُونَ أَنفُسَكُم مِّن دِيَارِكُمْ ثُمَّ أَقْرَرْتُمْ وَأَنتُمْ تَشْهَدُونَ
Wa iz akhaznaa meesaaqakum laa tasfikoona dimaa'akum wa laa tukhrijoona anfusakum min diyaarikum summa aqrartum wa antum tash hadoon
And remember when we took your covenant: do not shed one another's blood, and do not drive one another from your homes. You agreed to this, and you bore witness to it.
The prohibition is phrased so that the blood is your own and the homes are your own, though what is meant is another's, which makes the community a single body by grammar before it does so by argument. Both clauses are things already agreed to and witnessed, so the verse establishes consent before the next one describes what happened to it. Nothing here is new law.
