ٱلَّذِى يُوَسْوِسُ فِى صُدُورِ ٱلنَّاسِ
Al lazee yuwas wisu fee sudoorin naas
who whispers into the hearts of people,
God is named three times over before the danger is named at all, and by then he is Lord, Sovereign and God of the very people in whose chests the whisperer works. That sequence does real work: the harm described here sits inside a person, where no ally and no authority can follow, and the surah has already put that ground under God's ownership. Whispering also leaves the will intact; it suggests, and waits.
