إِلَّا ٱلَّذِينَ تَابُوا۟ مِن قَبْلِ أَن تَقْدِرُوا۟ عَلَيْهِمْ ۖ فَٱعْلَمُوٓا۟ أَنَّ ٱللَّهَ غَفُورٌ رَّحِيمٌ
Illal lazeena taaboo min qabli an taqdiroo 'alaihim fa'lamooo annnal laaha Ghafoorur Raheem

Except for those who repent before you overpower them — know that God is forgiving and merciful.
Both verbs here address the pursuers. Taqdiru is to gain the upper hand, so the moment the exception closes is set by how far a search has got, and fa'lamu then tells those same people what to hold in mind once it does. The verse ends by giving them two of God's names where a further instruction might have stood.
