وَإِذْ تَقُولُ لِلَّذِىٓ أَنْعَمَ ٱللَّهُ عَلَيْهِ وَأَنْعَمْتَ عَلَيْهِ أَمْسِكْ عَلَيْكَ زَوْجَكَ وَٱتَّقِ ٱللَّهَ وَتُخْفِى فِى نَفْسِكَ مَا ٱللَّهُ مُبْدِيهِ وَتَخْشَى ٱلنَّاسَ وَٱللَّهُ أَحَقُّ أَن تَخْشَىٰهُ ۖ فَلَمَّا قَضَىٰ زَيْدٌ مِّنْهَا وَطَرًا زَوَّجْنَـٰكَهَا لِكَىْ لَا يَكُونَ عَلَى ٱلْمُؤْمِنِينَ حَرَجٌ فِىٓ أَزْوَٰجِ أَدْعِيَآئِهِمْ إِذَا قَضَوْا۟ مِنْهُنَّ وَطَرًا ۚ وَكَانَ أَمْرُ ٱللَّهِ مَفْعُولًا
Wa iz taqoolu lillazeee an'amal laahu 'alaihi wa an'amta 'alaihi amsik 'alaika zawjaka wattaqil laaha wa tukhfee fee nafsika mal laahu mubdeehi wa takhshan naasa wallaahu ahaqqu an takhshaah; falammaa qadaa Zaidum minhaa wataran zawwajnaa kahaa likay laa yakoona 'alal mu'mineena harajun feee azwaaji ad'iyaaa'ihim izaa qadaw minhunna wataraa; wa kaana amrul laahi af'oolaa

And remember when you said to the one whom God had favored and you had favored, "Keep your wife, and be mindful of God," while you concealed within yourself what God was to bring to light, and you feared the people when God has more right that you fear him. So when Zayd had ended his bond with her, we married her to you, so that there would be no restriction on the believers concerning the wives of their adopted sons, once they have ended their bond with them. And God's command is always carried out.
The verse states its own purpose plainly: adoption was not to carry the marriage bar that birth carries, and the case that settles it comes from the Prophet's own household. What exactly was being concealed is where commentators divide, some naming foreknowledge of this marriage, others reading it as dread of what people would say. The rebuke over fearing people is left standing in the text rather than smoothed away.
