Surah At-Tawbah — 9:83

فَإِن رَّجَعَكَ ٱللَّهُ إِلَىٰ طَآئِفَةٍ مِّنْهُمْ فَٱسْتَـْٔذَنُوكَ لِلْخُرُوجِ فَقُل لَّن تَخْرُجُوا۟ مَعِىَ أَبَدًا وَلَن تُقَـٰتِلُوا۟ مَعِىَ عَدُوًّا ۖ إِنَّكُمْ رَضِيتُم بِٱلْقُعُودِ أَوَّلَ مَرَّةٍ فَٱقْعُدُوا۟ مَعَ ٱلْخَـٰلِفِينَ

Fa ir raja'akal laahu ilaa taaa'ifatim minhum fastaaa zanooka lilkhurooji faqul lan takhrujoo ma'iya abadanw a lan tuqaatiloo ma'iya 'aduwwan innakum radeetum bilqu'oodi awwala marratin faq'udoo ma'al khaalifeen

Maka jika Allah mengembalikanmu kepada suatu golongan dari mereka, kemudian mereka minta izin kepadamu untuk keluar (pergi berperang), maka Katakanlah, "Kamu tidak boleh keluar bersamaku selama-lamanya dan tidak boleh memerangi musuh bersamaku. Sesungguhnya kamu telah rela tidak pergi berperang kali yang pertama. Karena itu, duduklah (tinggallah) bersama orang-orang yang tidak ikut berperang"

So if God brings you back to a group of them and they ask your permission to go out to battle, say, 'You will never go out with me, ever, nor fight an enemy alongside me. You were content to sit back the first time, so sit now with those who stay behind.'

Reflection

The judgment turns on contentment: they were pleased to sit out the first time, and the sentence handed down uses that same verb, so sitting becomes both their choice and their penalty. The refusal is put into the Prophet's mouth as a form of words to say, which makes the exclusion a public one, delivered to their faces and heard by them.
