Surah At-Tawbah — 9:19

۞ أَجَعَلْتُمْ سِقَايَةَ ٱلْحَآجِّ وَعِمَارَةَ ٱلْمَسْجِدِ ٱلْحَرَامِ كَمَنْ ءَامَنَ بِٱللَّهِ وَٱلْيَوْمِ ٱلْـَٔاخِرِ وَجَـٰهَدَ فِى سَبِيلِ ٱللَّهِ ۚ لَا يَسْتَوُۥنَ عِندَ ٱللَّهِ ۗ وَٱللَّهُ لَا يَهْدِى ٱلْقَوْمَ ٱلظَّـٰلِمِينَ

Aja'altum siqaayatal haaajji wa 'imaaratal masjidil haraami kamman aamana billaahi wal Yawmil Aakhiri wa jaahada fee sabeelil laah; laa yastawoona 'indal laah; wallaahu laa yahdil qawmaz zaalimeen

Apakah (orang-orang) yang memberi minuman orang-orang yang mengerjakan haji dan mengurus Masjidil Haram kamu samakan dengan orang-orang yang beriman kepada Allah dan hari kemudian serta berjihad di jalan Allah? Mereka tidak sama di sisi Allah; dan Allah tidak memberi petunjuk kepada kaum yang zalim.

Do you count giving water to the pilgrims and tending the Sacred Mosque as equal to the one who believes in God and the last day and strives in the path of God? They are not equal in the sight of God. And God does not guide the wrongdoing people.

Reflection

Watering the pilgrims and the upkeep of the Sacred Mosque were hereditary honours held by Meccan clans, and commentators connect the verse to more than one boast about them: al-ʿAbbas's after his capture at Badr, and an argument among believers over which deed ranked highest. Arabic sets an activity against a person in the comparison, so grammarians supply a missing word on one side, either the people of the watering or the faith of the believer.
