Surah Yusuf — 12:110

حَتَّىٰٓ إِذَا ٱسْتَيْـَٔسَ ٱلرُّسُلُ وَظَنُّوٓا۟ أَنَّهُمْ قَدْ كُذِبُوا۟ جَآءَهُمْ نَصْرُنَا فَنُجِّىَ مَن نَّشَآءُ ۖ وَلَا يُرَدُّ بَأْسُنَا عَنِ ٱلْقَوْمِ ٱلْمُجْرِمِينَ

Hattaaa izas tai'asar Rusulu wa zannooo annahum qad kuziboo jaaa'ahum nas runaa fanujjiya man nashaaa'u wa laa yuraddu baasunna 'anil qawmil mujrimeen

When the messengers lost all hope and realized that they had been dismissed as liars, Our help came to them: We saved whoever We pleased, but Our punishment will not be turned away from guilty people.

Until, when the messengers had lost hope and thought they had been denied, our help came to them, and whoever we willed was saved. And our punishment is not turned away from the people who break the law.
